DEP is seeking a Program Manager I for the Watershed Restoration Division, Planning Outreach and Monitoring Section to manage the County’s compliance property management and maintenance responsibilities under the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit. The position will develop and track the pollution prevention activities and good housekeeping plans for County properties. This position may conduct training and outreach, as well as onsite inspections. The position will also coordinate the development of the annual Salt Management Plan, salt management policies, data tracking and reporting. A key function of this position is working collaboratively with multiple County departments and agencies, local municipalities, other Counties and Maryland Department of the Environment.

Key responsibilities include, but are not limited to:

  • Managing the development and implementation of the Good Housekeeping Plans (GHP) for the County. This work is coordinated with multiple County departments, co-permittees, Montgomery County Public Schools, Maryland National Capital Park and Planning Commission, and MS4 co-permittee.
  • Managing the development and implementation of salt management plan for the County and Co-Permittees, which includes coordinating the development of salt management policies for the County as well as coordinating outreach and education of County departments and employees.
  • Developing and managing contracts and task orders for the Good Housekeeping Plans and Salt Management as well as managing the corresponding contractor budget.
  • Directing, coordinating, and monitoring contractor work, reviewing invoices and ensuring contractor is conducting work on time and within budget.
  • Preparing the annual reporting for MS4 Annual report for the Property Management Annual reporting, which must be in accordance with the requirements of MS4 Permit.
  • Developing and maintaining fact sheets and educational material for municipal property managers on good housekeeping/pollution prevention practices.

The ideal candidate will have considerable knowledge of federal, state, and local laws, codes and regulations and agency policy and procedures governing water quality, including NPDES MS4 Permitting, stormwater management and pollution prevention control techniques as well as experience in pollution prevention and development of stormwater pollution prevention plans and/or good housekeeping plans.

The successful candidate will have the ability to work collaboratively with multiple stakeholders, manage, analyze, and interpret data and write comprehensive reports.

For Advanced proficiency, the candidate must also pass an examination requiring translating text.

The work requires light physical effort such as working outdoors, standing and walking for long periods, sometimes over rough or uneven surfaces; repeated bending, stooping or crouching; and some lifting of objects up to 50 pounds. There is occasionally some risk in exposure to chemicals used in collected samples.

This position requires possession of a valid driver’s license and the ability to drive a County vehicle to visit sites for field sampling, conduct surveys, conduct inspections and investigations, and/or observe inspections and investigations, and perform other work at locations throughout Montgomery County.

Occasional evening or weekend work outside of normal business hours may be required.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

MINIMUM QUALIFICATIONS
Experience: Considerable (3 years) of professional experience in stormwater and National Pollutant Discharge Elimination System Municipal Separate Storm Sewer System (NPDES MS4) permitting and pollution prevention.

Education: Graduation from an accredited college or university with a Bachelor’s Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession and maintenance of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence.

PREFERRED CRITERIA
There are NO Preferred Criteria Assessments.  All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified”, placed on the eligible list, and may be considered for an interview. Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a “Transfer” candidate and may be considered for an interview.

  • Experience with stormwater pollution prevention, NPDES Industrial Stormwater Permitting, and salt management.
  • Knowledge of federal, state, and local laws, codes and regulations and agency policy and procedures governing water quality, including NPDES MS4 Permitting, stormwater management and pollution prevention control techniques.
  • Experience with effective communication and ability to handle communications and negotiations with tact, resourcefulness, and good judgment, even in confrontational situations.
  • Experience working with a diverse, multi-ethnic community.
  • Experience with data management, analysis, and reporting skills including knowledge of word processing, spreadsheets, databases, and ArcGIS applications.
  • Graduation from an accredited college or university with a Bachelor’s Degree in environmental science, environmental studies, sustainability, biology, public administration or related field.
