ABOUT THE POSITION

The Department of Environment and Sustainability is seeking qualified candidates for a Principal Air Quality Specialist (AQS). The Principal AQS position supervises, reviews, evaluates and assists with the work of professional and technical support staff involved in air quality planning, including undertaking projects of their own. The ideal candidate will be collaborative, open-minded, and a critical thinker with at least four years of progressively responsible air quality program experience. A resourceful problem solver with the ability to analyze a problem from a variety of perspectives using a wide range of tools and will be adaptable to changing circumstances and priorities. In addition, they will have supervisory experience, value equity, and can communicate with diverse groups.

EXAMPLES OF DUTIES

Plans, oversees, reviews and evaluates the work of a major programmatic area within DAQEM; directs and coordinates the work of DAQEM or contract technical staff and ensures that program goals and objectives are achieved. Directs the work of professional, technical or support staff on a project or day-to-day basis; provides training to DAQEM technical staff and technical, scientific and legal contractors, and is responsible for such supervisory functions as performance evaluation and discipline. Provides complex and sensitive management and programmatic support to DAQEM senior management, works with DAQEM staff regarding programmatic, policy and budgetary issues. Provides lead direction in developing goals, objectives, policies, procedures and work standards for the program(s) to which assigned; coordinates budget development for the function(s) and administers expenditures for assigned areas of responsibility. Develops and implements funding and staffing requirements for the programmatic area to which assigned; prepares grant and alternative funding requests; monitors activities and ensures that all programmatic and reporting requirements are met.

Develops requests for proposals, negotiates contracts and administers contract provisions for major program support for the County. Reviews and analyzes alternatives and makes recommendations regarding such matters as organizational structure, team and quality improvement alternatives, budget development and administration, environmental permitting programs, staffing, facilities, productivity, and policy and procedure development and implementation. Conducts literary and case law reviews to formulate and maintain environmental program policies. Reviews and analyzes national and global policy issues and develops policy recommendations. Reviews and assesses proposed legislation; briefing legislators, governors and congressionals. Performs highly responsible and specialized principal level professional and/or technical activities related to one or more major departmental operations within the DAQEM. Serves as a consultant and Subject Matter Expert (SME) for senior management and staff. Provides assistance to Director in developing strategic objectives and associated goals for the divisions and/or department.

Prepares a variety of technical, statistical and narrative reports, correspondence and other written materials. Performs advanced level technical and legal research and analysis. Directs the maintenance of and/or maintains accurate records and files related to the areas of assignment.

OTHER JOB DUTIES AND RESPONSIBILITIES:

Confers with and represents the County in meetings with staff from other departments, representatives of governmental, community, business, professional and public agencies and the public; acts as liaison and coordinator for County-wide programs involving commitment of staff from other governmental agencies. Provides liaison and staff support to a variety of committees and commissions.

Contributes to the efficiency and effectiveness of the unit’s service to its customers by offering suggestions and directing or participating as an active member of a work team. Uses standard office equipment, including a computer, in the course of the work; specified positions may drive a County or personal motor vehicle to attend meetings and visit work sites.

PHYSICAL DEMANDS

Mobility to work in a typical office setting, use standard office equipment, and be capable of traveling to off-site County locations in order to attend meetings and visit various work sites; specified positions may be required to drive a County or personnel vehicle to various work sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone. MINIMUM REQUIREMENTS

Education and Experience: Master's Degree in a scientific or engineering discipline, Public Administration or a related field, AND four (4) years of full-time professional experience in environmental management and pollution control or a directly related field. Experience in a public agency setting and project or programmatic supervisory experience are desirable. A Bachelor's Degree and two (2) years of additional related experience may be substituted for Master's Degree.

Working Conditions: Attend meetings outside of normal working hours.

Licensing and Certification: Specified positions may require possession of a valid Nevada Class C Driver's License at time of appointment.

Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.
