Protecting Antarctica’s Southern Ocean
The Protecting Antarctica’s Southern Ocean (Southern Ocean) project is working to establish a network of marine reserves in the Southern Ocean through the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR), an organization made up of 25 members, including the United States and the European Union. The campaign goal is to establish four protected areas in CCAMLR managed waters by the end of 2020.

Antarctic marine reserves serve many important ecosystem functions, one of which is to protect foraging areas for penguins, seals, whales and other predators by restricting industrial fishing. In 2016, the campaign succeeded in establishing the world’s largest marine protected area (MPA) in Antarctica’s Ross Sea, an area home to large populations of penguins, seals, whales and Antarctic toothfish, also known as Chilean seabass. CCAMLR is currently considering three other MPA proposals in the East Antarctic, the Weddell Sea, and the Antarctic Peninsula region. To build on the momentum of the Ross Sea, the Southern Ocean team will continue to work with CCAMLR governments to secure more large-scale marine reserves, and work towards the vision of a network of protected areas surrounding the Antarctic continent to safeguard its unique wildlife from the pressures of human activities.

Position Overview
The officer will be based in Brussels and will report to the director, Protecting Antarctica’s Southern Ocean (SO) in Washington, DC. Responsibilities will include working closely with the staff of the SO project to develop, implement and advocate for the project’s goals. This position will also work closely with the senior director of government relations based in Brussels to focus on policy outreach with the EU Commission and EU member states, in particular France and Germany, to secure large-scale marine reserves in the Southern Ocean. This position requires a strong capacity to think strategically, to understand the implications of broader geopolitics in international decision making, and to work as part of a global team of campaigners to achieve consensus-based decisions at the international level. The officer will collaborate with Pew staff across multiple campaigns, industry representatives, as well as global coalition partners, to develop and/or implement a campaign strategy that achieves large-scale marine protections and ecosystem-based management measures for the Antarctic krill fishery.

The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.

Responsibilities

• Oversee EU policy outreach in support of the development and implementation of a network of marine protected areas in the Southern Ocean.
• Work with governments on national positions on marine protected areas that are taken at multilateral fora in target CCAMLR countries.
• Develop and maintain working relationships with decision makers, government officials and national and international institutions, as well as relevant NGOs in the field.
• Coordinate with Pew communications to ensure campaign deliverables are met.
• Help with the development and success of a clear and focused strategy to meet identified campaign goals at the global, regional and national levels.
• Develop and maintain a broad knowledge of the science, policies, and politics of marine reserves globally, other projects, and ocean conservation issues broadly.
• Represent the Pew Charitable Trusts and the campaign at meetings and events where Antarctic conservation policies will be discussed.
Requirements
• Bachelor’s degree required, a graduate degree in public affairs, public policy or environmental science preferred.
• Minimum of eight years of professional experience helping shape the way the decision makers and the public perceive and respond to environmental and natural resource management issues. Specific knowledge of and experience with Antarctic policy, fisheries or marine protected area issues is preferred.
• Demonstrated experience and familiarity working with the EU government and/or member states strongly preferred.
• Track record of successfully advocating for improved marine conservation measures at the national level and at multilateral environmental fora.
• Able to set short- and long-term planning goals in line with program strategy.
• Demonstrated ability to meet multiple deadlines by maintaining a high level of organization.
• Able to develop and move projects forward with a high degree of independence and autonomy.
• Superior oral and written communications skills. Able to synthesize material and to focus quickly on the essence of an issue and the means to address it. Confident in presenting one’s own ideas and diplomatically persuading others as appropriate. Ability to communicate complex ideas for a general audience.
• Strong interpersonal skills; able to develop and manage productive relationships with consultants, partners and others who contribute to the development of a project by anticipating possible outcomes.
• Able to work productively with a wide array of different people and institutions that frequently disagree with and are in competition with one another.
• Prior to commencing employment with Pew, candidates for this position who were registered to lobby in any jurisdiction must certify termination of previous registration(s) and provide copies of termination notices with said jurisdiction(s) to Pew.
• Fluency in French is required; proficiency in German is preferred, though not required.

Travel
Some travel for this position is anticipated, including attendance at international meetings and visiting CCAMLR countries around the world, particularly in Europe.
