Full-Time Green Infrastructure Specialist

Job Description

Are you a passionate about working in a team environment to advance clean water initiatives in an urban watershed?  The City of Eugene Parks and Open Space Division is seeking an individual who is creative, collaborative, and a good communicator to join our Stormwater and Median Maintenance team and help support the City’s growing network of natural stormwater treatment facilities. In FY23 this program was responsible for the oversight of over 1,900 private facilities and the ongoing maintenance of 538 public facilities.  

The position will oversee and coordinate the management of the private vegetated stormwater system and support residents, businesses, and area landscape contractors to better understand the legal requirements of designing, building, operating, and maintaining vegetated stormwater facilities in accordance with the City of Eugene’s Municipal Stormwater Permit.

The position will be responsible for independent program development including policy and protocol guidance, oversight and evaluation of data and outcomes, and collaborative community engagement and communication strategies.  Must be able to exercise sound judgment and real-world problem-solving in complex situations while staying focused on achieving the desired outcomes. The position may be assigned special projects within the team to help support the needs of both the public and private vegetated stormwater facility systems.

This position may be underfilled with a Natural Systems Specialist 1 classification and only when an otherwise skilled applicant does not yet have the required depth of knowledge and experience required for the position. When filled as an underfill, these employees are considered to be on a continuing training status and expected to work towards obtaining the skills and perform the duties of the Natural Systems Specialist 2 classification. Once the employee’s supervisor determines that the required skill level has been achieved, the employee flexes to the second level in the series, which is the journey level.

Natural Systems Specialist 1 – $28.01 – $34.92 / hourly; $58,260.80 – $72,633.60 / annually
Natural Systems Specialist 2 – $30.58 – $38.14 / hourly; $63,606.40 – $79,331.20 / annually

A typical way to obtain the knowledge and abilities would be:

Natural Systems Specialist 2
Experience:
Four years of experience in the technical program area, including at least two years in parks or open space infrastructure inspection, program coordination, code compliance, or a level of responsibility similar in nature.

Training:
Associate’s degree related to the area of assignment. Examples include natural resource management, environmental science, horticulture, landscape architecture, or urban forestry. Bachelor’s degree in related field preferred.

Natural Systems Specialist 1
Experience:
Three years of experience in the technical program area, including at least two years in parks or open space infrastructure inspection, program coordination, code compliance, or a level of responsibility similar in nature.

Training:
Specialized coursework or technical training in the area of assignment is desirable.  Examples include natural resource management, landscape architecture, or urban forestry.
