This recruitment is open until the position is filled. Review of applications will occur every two weeks.

Annual Salary Range:
$94,055 – $125,564

DESCRIPTION

The Green Building Energy Conservation Specialist is responsible for developing, implementing, communicating, administering, and reviewing plans for the city’s adopted building codes and the green and energy codes.

Duties include, but are not limited to the following:

• Examine plans and specifications for residential, commercial, industrial, and multi-family projects to determine compliance with the provisions of the City’s building,
mechanical, electrical, plumbing, green building codes, fire protection requirements, accessibility requirements, zoning ordinance, energy modeling reports, building system commissioning reports and other related technical data.

• Provide technical leadership in whole building energy modeling, outcome-based codes, energy commissioning and retro commissioning, HVAC systems, renewable energy, energy storage and electric vehicles.

• Serve as a subject matter expert, advise on a wide range of energy and green related topics as well as support of the complete permitting process including general plan review as assigned.

• Support all aspects of the energy and green building program, including program development, plan review, collaborative inspections, and training to all stakeholders.

MINIMUM QUALIFICATIONS

Work Experience:

Requires five (5) years of experience in either building construction, building plan review, or building construction with residential or commercial projects, including experience in general building code review including structural components, mechanical, electrical and plumbing systems. Two years of experience in either building construction or building plan review with an emphasis on energy and green building requirements is preferred.

Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant’s full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience.

Education:

Requires the equivalent to a bachelor’s degree from an accredited college or university with major course work in civil, structural, mechanical, electrical engineering or degree related to the core functions of this position or equivalent related job experience.
The term “equivalent” means that directly related work experience exceeding the required work experience will substitute in equal time increments for college-level education, for example: one year of additional directly related work experience will substitute for one year of college education (30 credit hours).

Certification, Licenses, and/or Registrations:
• Possession of a valid driver’s license.
• Possession of the International Code Council (ICC) Building Plans Examiner (B3) certificate.
• Possession of or required to obtain within six (6) months of hire, an ICC Inspector/Plans Examiner certificate that includes the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE 90.1).

The following certifications are preferred:
• Commercial Energy Inspector (77);
• Commercial Energy Plans Examiner (78); OR
• International Green Construction Code (IGCC); OR
• Inspector/Plans Examiner with ASHRAE 189 (GC).
