The Climate Pollution Reduction Program (CPRP) is looking to fill a Cap-and-Invest Group Manager (WMS Band 3) position. This position will be located at our Headquarters Building in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

Washington has put a price on carbon through its Cap-and-Invest program, the centerpiece of the CCA, and only the second program of its kind in the nation. Launched in 2023, the Cap-and-Invest Program is already hard at work reducing emissions while still rapidly growing and adding staff as we bring online all of the policies laid out by the Legislature. It’s a big task with even bigger long-term impacts on the state’s greenhouse gas emissions and the global fight against climate change.

As the Cap-and-Invest Group Manager, you’ll oversee Washington’s cap-and-invest program and other key components of the Climate Commitment Act (CCA). You’ll be charged with making high-profile and high-risk policy decisions as you lead the operation and further development of Washington’s market-based program to achieve the state’s greenhouse gas (GHG) limits.

In this leadership role, you’ll coordinate and oversee the work of the Cap-and-Invest Group’s three different sections, as they work together to carry out a broad, market-based regulatory program. Additionally, you’ll represent the Department of Ecology in consultation with Tribes, and will communicate with the Governor’s office, members of the State Legislature, residents of disproportionately impacted communities, businesses, and stakeholders in all matters relating to the Climate Commitment Act.

You will serve as a member of the Leadership Team of CPRP, whose strategic priorities and goals include: reducing and preparing for climate impacts; preventing and reducing toxic threats; and delivering efficient and effective services. The CPRP’s mission is to implement policies and programs to reduce carbon emissions in Washington so that the state meets its statutory greenhouse gas emission limits. The CPRP focuses long term, requiring creative and strategic decision making for implementation to achieve broad statewide and interstate success reducing carbon emissions in the state of Washington so residents have a healthy environment and climate.

Tele-work options for this position: This position will be eligible to tele-work up to 3 days per week. What makes this position unique?

This is a highly collaborative position and a dynamic opportunity to further the Cap-and-Invest Program and uphold the goals of the Climate Commitment Act. As the Cap-and-Invest Group Manager, you’ll be responsible for ensuring that equity and environmental justice are prioritized in all of the Cap-and-Invest Group’s work –meeting requirements of the Healthy Environment for All (HEAL) Act, including community engagement, Tribal consultation, establishing environmental justice assessments for rulemaking, linkage and more. You’ll also work within the Climate Pollution Reduction Program and across environmental programs at the Department of Ecology, including supporting expanded air quality monitoring and community engagement in overburdened communities.

As the Cap-and-Invest Group Manager, you will:

  • Provide management and leadership to the Cap-and-Invest Group, including oversight of policy development, policy analysis, program administration, contract management, rulemaking, legislative engagement, Tribal consultation, and public and media engagement.
  • Oversee the operation of the Cap-and-Invest program, which includes the declining cap on greenhouse gas (GHG) emissions, the auctions and markets, the offsets program, the GHG reporting program, and the third-party verification program.
  • Support the annual report on the investment of Climate Commitment Act (CCA) auction revenues, in conjunction with the budget team, ensuring accurate tracking of amounts invested, GHG emissions reductions achieved, and benefits to overburdened communities and Tribes.
  • Participate as an active member of the Climate Pollution Reduction Program Leadership Team.
  • Hire, supervise and direct the work of up to 40 full-time employees.
  • Oversee the process of linking Washington’s carbon market with mature programs in California and Québec, which could help provide long-term sustainability to the cap-and-invest program.

Qualifications

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

A total of nine years of experience and/or education as described below:

Experience: professional experience in natural resource planning, program development or management.

  • Experience must include a minimum of three years of supervisory experience managing technical and policy staff.  Supervisory experience may have been gained at the same time as experience listed above.

Education: involving major study in environmental, physical, or natural science, engineering, planning, public administration, business administration, or related field.
