Position Summary

Reporting to the Vice President for Coastal Conservation, the Policy Manager is a key member of the National Policy team in Washington, DC, and is responsible for developing and implementing policy strategies focused on coastal conservation and restoration with a focus on nature-based approaches for addressing environmental and climate challenges in the Mississippi River Delta and Lower Mississippi River.

The Policy Manager is responsible for guiding efforts to advance Audubon’s bi-partisan conservation, coastal resilience, and natural infrastructure agenda focused on the Mississippi River Delta, Lower Mississippi River, and Atlantic Flyway in the US Congress, and with federal and state agencies. This role develops policy and advocacy strategy to achieve policy wins, serves as a resource to decision-makers and a leader on conservation and restoration issues within the region. Responsibilities include developing legislative and advocacy campaigns strategies; direct lobbying; participating in inter-departmental campaigns teams; representing Audubon’s interests in national issue-based coalitions; working with and monitoring congressional committees; drafting reports, comment letters, fact sheets and testimony, and generally assisting the advocacy work of the Audubon Policy team.

Essential Functions

Support the coordinated development and implementation of Audubon’s policy goals for restoration and conservation in the Mississippi River Delta, Lower Mississippi River, and with some focus on opportunities along the Atlantic flyway (e.g., deploying nature-based approaches to enhancing resilience to flooding and reducing water pollution, etc.) and lead the implementation of advocacy strategies for achieving policy goals.

  • Serve as a highly visible representative of Audubon’s policy agenda and develop deep working relationships with members of the U.S. Congress and their senior staff, congressional committees, and federal and state agencies in order to communicate Audubon priorities as well as negotiate and influence policy outcomes.
  • Closely monitor and internally communicate relevant legislative developments, coalition developments, and agency actions.
  • Help implement campaign activities on assigned issues, including: direct lobbying, grassroots organizing, coalition building, policy analysis, legislative negotiations, developing advocacy materials and alerts, public presentations, media relations, and online content.
  • Prepare high quality analysis, draft legislation, fact sheets, position papers, testimony, comment letters, and other communications and materials necessary to support Audubon’s policy priorities.
  • Lead within national issue-based coalitions and partner organizations on assigned issues, shaping strategy and coordinating coalition-based legislative and administrative efforts.
  • Identify and recruit strategic allies and collect intelligence from key players working on priority policy matters.
  • Collaboratively work with and serve as an expert for other Audubon departments, state offices and the Audubon chapter network to advance the organization’s strategic conservation priorities.

Qualifications and Experience

  • Bachelor’s degree in coastal and marine policy, political science, biology or related field is required; graduate degree preferred.
  • 5+ years progressive experience on Capitol Hill, with a policy-oriented nonprofit organization, or with a relevant federal agency working on wildlife conservation, climate adaptation and resilience, coastal restoration or management issues is required.
  • Experience leading coalitions in the development and implementation of policy advocacy and strategy.
  • Outstanding policy analysis and research skills, with the demonstrated ability to effectively manage a complex workflow.
  • Excellent communications skills with ability to write clearly and a command of public speaking; must be comfortable representing Audubon’s interests with a variety of stakeholders, including congressional, government, administrative agencies, NGO partners, and funders.
  • Exceptional judgment, with the demonstrated ability to think creatively, make strategic decisions and make policy recommendations to key leaders outside and within the organization.
  • A self-starter, one with experience working in decentralized organizations and collaborating with cross-departmental teams.
  • Excellent interpersonal skills and desire to be part of and contribute to a team effort.
  • Experience with political or legislative campaigns highly desired.
  • Demonstrated interest in conservation and commitment to the mission of the National Audubon Society and political insight of the nexus between Congress and environmental issues needed, including demonstrated commitment to ensuring Audubon’s work advances our equity, diversity and inclusion goals.
  • Proficiency with Microsoft Office applications, social media, advocacy resources, and other web-based applications required.
