Full-Time Stormwater Manager

Job Description
The City of Roanoke is seeing a highly qualified applicant who can direct, plan and coordinate the operation of the Stormwater Division of the Department of Public Works. The Stormwater Division has responsibility for the operation, maintenance and repair of storm drain infrastructure, capital construction of new drainage infrastructure, regulatory compliance of stormwater programs and floodplain management. This position manages and prepares an annual operating budget of approximately $6 million annually. Duties include staff supervision, program management and resource management relative to the inventory, assessment, prioritization and improvement of stormwater facilities, pipes, culverts, manholes, inlets, curbs, ditches, streams, channels, and benchcuts; management of street sweeping and roadway debris removal; downtown street and sidewalk cleaning operations; water quality permit and watershed improvement program; floodplain management; community outreach and education; and the Stormwater Utility ordinance. Responsibilities entail accountability based on measurable cost effective results for the substance, efficiency, productivity and quality of activities performed within assigned division. Establishes objectives, plans and evaluates operations and the overall effectiveness of the Division’s services. Bachelor’s degree from four-year college or university with major in civil engineering or related field; five to ten years’ experience in construction, operation and maintenance of stormwater facilities or related facilities and considerable managerial experience and/or training; or equivalent combination of education and experience. Must be a Certified Stormwater Manager or obtain certification within 1st year of employment. Credentialed as an Envision Sustainability Professional (ENV SP) through the Institute for Sustainable Infrastructure is preferred or be able to obtain within 6 months of hire. Professional Engineer’s license in the Commonwealth of Virginia is desired. Must possess a valid appropriate driver’s permit issued by the Commonwealth of Virginia.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

Plans, coordinates, and directs all facets of stormwater facility construction, operation and maintenance for the City
Develops and administers stormwater capital improvement and stormwater permit compliance plans, contracts and budgets that address both water quantity and quality mandates and best practices.
Oversees projects in process and evaluates completed projects for compliance with laws, regulations, ordinances, contract terms and conditions
Establishes objectives, plans and evaluates operations and the overall effectiveness of the divisions services
Implements divisional operations and personnel policies and recommends new or revised policies to the Director
Coordinates implementation of the Stormwater Utility ordinance
Provides compliance assurance with all stormwater regulations and permit requirements
Manages implementation of Illicit Discharge ordinance, compliance assurance and enforcement
Manages the City’s Municipal Separate Storm Sewer System (MS4) Permit program and obligations under the Upper Roanoke River Total Maximum Daily Load (TMDL) Implementation Plan
Represents the City for stormwater quality, commissions related to stormwater and associated stormwater activities
Coordinates floodplain management program
Manages and prepares an annual operating budget of approximately $6 million annual; monitors and/or approves expenditures of the Stormwater enterprise fund; seeks grant funds
Prepares long-range plans for the division that include financial analysis and project review
Oversees the ordering and inventory of materials and supplies for the division
Coordinates interdepartmental activities
Receives and responds to citizen’s inquiries and complaints by taking appropriate action.
Monitors the work of staff for conformance with city and division policies and practices and provides assistance when problems arise
Attends meetings and provides technical assistance covering stormwater facility and regulatory programs
Coordinates the division’s emergency services, responses and environmental management program
Oversees the division’s training and safety programs and ensures related compliance mandates are met
Develops information on stormwater facility and water quality issues for release to the media and the public
SUPERVISORY RESPONSIBILITIES
This position supervises approximately 50 employees including technical staff and field operations in the Stormwater Division and is responsible for the overall direction, coordination, performance and evaluation of division. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

SALARY: $70,296.72 – $112,474.96 Annually with Benefits
