Full-Time Senior Policy and Legal Director

About the Opportunity

The Hoosier Environmental Council seeks a Senior Policy and Legal Director to actively advocate for strong environmental policies within the Indiana General Assembly and beyond. HEC seeks a leader who is well acquainted with the working of the state legislature, state agencies including the Indiana Department of Environmental Management and Department of Natural Resources, Indiana Department of Transportation, and the federal Environmental Protection Agency. An ideal candidate will have a background in administrative law and have working knowledge of the National Environmental Policy Act.

In addition, the ideal candidate will be:

  • A leader who can help provide strategic direction, oversight, support, and coordination for HEC’s policy team.
  • A coalition builder who can work as part of a team to bring together individuals, NGO’s, business leaders, faith communities, and other change makers to align interests and work toward shared policy goals.
  • A strategic thinker who can maximize impact of effort and resources.
  • A communicator who can share complex policy issues as understandable messages.

Job Responsibilities

Additional job responsibilities of the Senior Policy and Legal Director will be to:

  • Monitor, guide, and give support to numerous legal challenges HEC is actively engaged in and advise on future legal actions.
  • Work with coalitions and legislators to craft, introduce, and advocate for favorable policy legislation and amendments to legislation.
  • Provide public testimony, engage with legislators, partners, and regulated interests during legislative sessions on related bills, and with related task forces and interim study committees.
  • Help shape state and federal environmental and conservation agency policies to align with HEC’s policy goals, including comments on agency rulemakings, policy guidance documents, management plans, and compliance and enforcement actions.
  • Gather information and monitor introduction and progress of policy related to HEC’s work.
  • Prepare and contribute to strategic documents, fact sheets, and white papers related to HEC’s policy objectives.
  • Build and maintain strong relationships with legislators, fellow advocates, agency officials, and others for the purpose of furthering the mission of HEC.
