The Waste Management Division within the Department of Public Works provides a variety of waste related and resource management services to the Marin County Hazardous and Solid Waste Management Joint Powers Authority (Zero Waste Marin), other government agencies, County departments, and the general public. The Senior Planner performs difficult, technical, and complex waste management tasks which include, but are not limited to, reports to CalRecycle via the Recyclist.co software systems, maintaining Integrated Waste Management Plan documents, Zero Waste planning and strategy implementation, preparation of grant proposals and execution of those programs.

The Senior Planner assists in the development of an annual budget, organization, and moderation of public meetings, tracking State legislation, and development of professional services contracts. The Senior Planner also provides key support and back-up to the Public Works Program Manager as needed focusing on diversion of organics from solid waste systems and supporting community compliance with procurement. The Senior Planner will create staff reports and make presentations before Zero Waste Marin Board, local task force, environmental non-profits and other local partners and community groups involved with organic waste reduction and composting functions.

The Senior Planner will need to develop relationships with internal and external staff in various disciplines to deliver quality information and services as they represent the County of Marin at public/private meetings acting as a department liaison managing the expansion of public outreach and education. The Senior Planner will administer and oversee technology for solid waste data management and provide technical assistance on organic waste reduction for county facilities.

The highly qualified candidate will demonstrate competency in the solid waste management field working both independently with attention to detail and accuracy of work in a collaborative environment. The highly qualified candidate has excellent written and verbal communication skills, maintains successful, collaborative working relationships, provides excellent customer service, and has project and time management skills to ensure the successful delivery of projects. In addition, the ideal candidate has excellent judgment, can successfully resolve complex issues, handle politically sensitive issues, and maintain successful working relationships with governmental boards, commissions, agencies, city/town staff, and members of the general public. They will understand the County’s solid waste system and know the practices of implementing and managing a multi-user, cloud based software system as well as relevant practices, trends, and laws related to organic waste management. The ideal candidate will be able to interpret and apply these laws and ordinances to work collaboratively with stakeholders and the general public undertaking in difficult research and comprehensive cost analysis techniques. The ideal candidate will be able to communicate effectively to actively manage projects, plans, and studies to present to boards and commissions. The ideal candidate can undertake difficult research, analytical, and statistical methods and have a comprehensive understanding of SB 1383.
