The Environmental Portfolio at The Pew Charitable Trusts
For more than 25 years, Pew has been a major force in engaging the public and policy makers about the causes, consequences, and solutions to some of the world’s most pressing environmental challenges. Our environment work spans all seven continents with more than 250 professionals working at the local, national, and international levels to reduce the scope and severity of global environmental problems, such as the erosion of large natural ecosystems that contain a great part of the world’s remaining biodiversity, and the destruction of the marine environment.

Pew has worked in the United States and Canada since 1990 to protect vast stretches of wilderness and more recently expanded our land conservation efforts to Australia’s Outback and Chilean Patagonia. In the sea, reforms to how our oceans are managed are essential to address overfishing, pollution, and loss of habitat. Pew began its oceans program in the United States, focusing on ending overfishing and protecting fragile marine habitat. Starting in 2005, Pew’s ocean conservation program expanded around the world and played a significant role in reforming marine fisheries management in the European Union and on the high seas and creating marine reserves around the world. Our work is grounded in the best available science and pursues domestic and international conservation measures that are long-term and provide permanent, durable protections for marine ecosystems.

Flood-Prepared Communities
Pew’s flood-prepared communities initiative works to reduce the impact weather-related catastrophes, such as flood and hurricanes, have on the U.S. economy, communities, and environment through four main policy areas:

  • Reforming of the National Flood Insurance Program;
  • Increased investment in mitigation programs and planning to help communities prepare for future floods;
  • Improved resiliency and durability requirements for new and rebuilt infrastructure in flood-prone areas; and
  • Promote nature-based solutions like open green space, marshes and mangroves to better protect property and the environment.

Position Overview
The senior manager is responsible for developing and executing an outreach strategy across ten states to adopt state-wide plans and frameworks that reduce unsustainable development in high risk areas. These plans should incentivize nature-based solutions, and are intended to improve floodplain management along significant portions of the nation’s rivers and coastlines. The senior manager develops relationships with governors, staff policy staff, planners, and mitigation specialists and oversees technical assistance to state planners in the development of state-wide plans. This position works closely with the state campaigns team, research, and government relations support divisions. It is supported by two direct reports, an officer and senior associate, as well as external consultants. This position, at times, works with external stakeholders, and is responsible for representing Pew with external audiences such as media and conferences.
This position, based in Pew’s Washington, D.C., office, reports to the project director, flood-prepared communities. This position is contingent upon board approval in March 2020.

Responsibilities

  • Lead the development and execution of an outreach strategy for ten states to adopt plans and frameworks that reduce unsustainable development in high flood risk areas.
  • Manage and mentor staff, including:
  • Guide development of staff annual performance plans and provide regular feedback; and
  • Support staff development to improve staff skills and technical knowledge.
  • Represent the campaign with partners, policymakers, media, and the public as an established and well-respected subject matter expert in the field.
  • Provide technical assistance to state wide resiliency planning officers in four to six states. Author written comments, testimony, and other public comments to support planning efforts or as requested by elected officials.
  • Develop and maintain a broad knowledge base of state wide resiliency planning efforts nationwide, including the latest research, policy developments and external advocacy, to inform and advance campaign priorities.
  • Oversee a multistate resilience planning forum, a network of principals of state planning efforts, convened by Pew.
  • Manage specific operations components of the campaign; overseeing contractors, budgets, project deliverables and delegating to staff as appropriate.
  • Engage external stakeholders by participating in coalitions and representing the campaign at conferences and events.
  • Work in partnership with project leadership to report to the board and senior leadership on state deliverables and progress.

Qualifications

  • Bachelor’s degree is required, advanced degree preferred.
  • At least 10 years of applicable experience.
  • Minimum of three plus years of previous direct supervisory experience required including experience managing performance management process for direct reports and providing career development advice and counsel.
  • Prior to commencing employment with Pew, candidates for this position who were registered to lobby in any jurisdiction must certify termination of previous registration(s) and provide copies of termination notices with said jurisdiction(s) to Pew.
  • Background in planning, disaster resiliency, and flood mitigation, preferred.
  • Familiarity with development of state-based policy and planning, preferred.
  • Seasoned judgment, ability to make decisions, justify recommendations and be responsive, clear and firm with colleagues and partners.
  • Refined communications skills. Ability to present to various audience in a clear and non-partisan manner.
  • Clear, effective writing style. Ability to distill complex data or information for external audiences such as government or media.
  • Able to develop and move projects forward with a high degree of independence and autonomy.
  • Excellent listening skills. Able to work productively with a wide array of constituencies, personalities and institutions.

Travel
Frequent domestic travel for conferences, meetings with policyholders or stakeholders across 10 states anticipated.
