The Montgomery County Climate Action Plan  will guide the County toward its goals of reducing community-wide greenhouse gas (GHG) emissions by 80 percent by 2027 and by 100 percent by 2035 compared to 2005 levels. The County’s Climate Action Plan is one of the most ambitious climate plans in the nation for a local government.  To address emissions from the built environment, Montgomery County has adopted an energy benchmarking and building energy performance standards (BEPS) law which requires existing commercial and multifamily buildings 25,000 gross square feet and larger to benchmark, report, and eventually meet long-term energy performance requirements.

This position will join the team working to implement these policies within the Energy, Climate, and Compliance Division (ECCD) in the Department of Environmental Protection (DEP). ECCD is responsible for the management and implementation of a variety of energy efficiency, renewable energy, and other sustainability policies and initiatives consistent with the goals of Montgomery County to reduce energy consumption and greenhouse gas emissions and increase the use of renewable energy.
The Senior Engineer (Building Performance) will serve in this brand-new role as the County’s technical expert on matters related to improving existing building performance and compliance with the County’s Building Energy Performance Standards.

This position will provide innovative and complex technical building support to the BEPS program, give expert guidance to building owners on upgrade projects, lend technical expertise to the County and building owners, establish program procedures and guidance, and oversee technical review compliance tools within the BEPS program.

Key responsibilities include, but are not limited to:

  • Providing technical assistance and guidance to individual building owners, some of whom may have unique circumstances that need to be understood and considered as it relates to BEPS compliance
  • Handling matters of data quality for compliance pathways, such as Building Performance Improvement Plans, including providing recommendations to the appointed Building Performance Improvement Board for review and determination
  • Evaluating new or existing industry standards, codes, and practices to inform the development of technical building engineering standards and guides
  • Creating and disseminating messaging on complex technical issues to a wide range of stakeholders
  • Coordinating with a wide variety of internal and external stakeholders, particularly peer colleagues within the County’s Department of Permitting Services to provide guidance on the nexus between local building code adoption and BEPS compliance
  • Working with the BEPS team on regulatory, compliance, and enforcement actions
  • Managing workload and budgets of outside consultants for data and energy engineering services for the BEPS program, including developing technical support resources for building owners, managing engineering-related projects and issues in the existing built environment, as well as conducting BEPS-related studies and resulting deliverables.

The ideal candidate will have considerable knowledge of the principles, policies, practices, regulations, and codes which apply to the development and implementation of building energy performance programs and energy performance requirements for commercial and multifamily buildings—as well as background in estimated saving measurement methods, cost effectiveness testing, energy management and benchmarking software, and general energy efficiency and decarbonization technologies.

This position requires the ability to attend meetings or perform work at locations outside the office. This position may also involve field work which includes inspection of existing building energy systems and meeting with onsite facility management staff for BEPS program compliance.

This position requires possession of a valid driver’s license and the ability to drive a County vehicle to travel frequently to meet with building owners to provide guidance on specific energy upgrade projects and evaluate buildings throughout the County for compliance with energy initiatives in the County. Meetings and inspections will occur in areas where public transportation may not be readily available.

Occasional evening or weekend work outside of normal business hours may be required.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first six months.

MINIMUM QUALIFICATIONS
Experience: Considerable (five (5) yrs) exp. in mechanical, electrical, structural, architectural, construction or environmental engineering.
Education: Graduation from an accredited college or university with a Bachelor’s Degree in engineering, or a related discipline appropriate to the assigned position. Registration as a Professional Engineer may substitute for the degree.
Equivalency: An equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.
License: Possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence or the ability to perform work at locations outside the office.

PREFERRED CRITERIA

There are NO Preferred Criteria Assessments. All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified”, placed on the eligible list, and may be considered for an interview. Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a “Transfer” candidate and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

  • Professional Engineer (PE) certification acceptable to the state of Maryland, and/or an active professional credential/certification in good standing focused on commercial building engineering and/or energy performance preferred (e.g., Engineer in Training Certification, Certified Energy Manager, Certified Facility Manager, Certified Commissioning Authority, Certified Energy Auditor, Certified Building Commissioning Professional, Building Energy Assessment Professional).
  • Hands-on experience in developing new approaches, methods, or procedures (such as operating manuals) related to building energy engineering.
  • Experience performing and/or analyzing building audits.
  • Experience working with and communicating to internal and external stakeholders on existing commercial and/or multifamily building energy performance.
