Job Description

Champion the planning and coordination of solid waste programs to meet the City’s diversion and sustainability goals. Oversee strategic planning, establishment and implementation of activities related to the City’s solid waste, recycling, and compost programs within a materials management/Zero Waste framework. Maintain and advance the City of Ann Arbor’s position as a leader and innovator in these key community programs at the local, regional, state and national level. Collaborate with key stakeholders on initiatives that advance the City’s solid waste goals.


RESOURCE RECOVERY MANAGER

$82,000 to $94,000

Salary will be commensurate with experience

Duties

Duties are performed under the direct supervision of the Public Works Manager or designee and may include the following:

Essential Duties

  • Provide oversight of all City solid waste programs , including the collection and processing of municipal solid waste, recyclables and compost/organics within a materials management/Zero Waste framework
  • Write and manage RFP (Request for Proposal) process, including review of proposals and contractor selection for collection and program contracts
  • Represent the City solid waste program in written communication and oral presentations to key stakeholders, including City Council, local sustainability advisory bodies, business leaders, and regional and state solid waste networks
  • Contract development including negotiation council communication/resolutions
  • Serve as liaison with Public Works Assistant Manager on issues that impact, or are impacted by, solid waste collections and operations
  • Coordinate with solid waste collection supervisor on collection and operations
  • Manage the oversight of the City’s MRF, Transfer Station, Scale, Drop-Off Station, Compost Facility Operations, and landfill
  • Collaborate with key internal and external stakeholders, including City, regional, and state agencies, as well as, local business leaders, sustainability advisory bodies, and industry professionals
  • Coordinate with the City’s Sustainability Unit on Solid Waste Program goals, including materials management and related greenhouse gas reductions
  • Recommend changes to policies, procedures and solid waste regulations
  • Supervise Solid Waste & Recycling Program Coordinator and Solid Waste Compliance Specialist

Related Work

  • Attend City Council meetings, as needed
  • Update City Solid Waste Resource Management Plan every 5 years
  • Assist in developing and managing the Solid Waste Program budget
  • Oversee special event planning and implementation, including but not limited to annual student move in/move out and seasonal compost collection
  • Perform other related duties as assigned

  • Economic aspects and sources of marketing related to recycled materials

  • Local government administration, and City and State codes, regulations and laws as they relate to the area of solid waste materials management

Education, Training and Experience (position requirements at entry)

Required:

  • Bachelor’s degree in environmental studies, business administration, public administration, engineering, or a related field
  • At least five years of progressively responsible professional experience in developing and implementing solid waste and/or recycling programs within a waste reduction/Zero Waste framework
  • The City of Ann Arbor, at its discretion, may consider an alternative combination of formal education and work experience
