Positions & Duties

The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the Public Information Representative I/II classifications shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

The City of San José Environmental Services Department is currently recruiting for Public Information Representative I/II position.

Salary Ranges

Public Information Representative I: $65,457.60 – $79,664

Public Information Representative II: $72,238.40 – $87,796.80

The Communications Division performs media, outreach, and marketing activities to protect public health and the environment. The communications division includes: strategic communications planning, multi-cultural community engagement, media relations, social media, marketing material development, and website management.

Aligning with ESD’s mission, Public Information Representatives help develop and implement a range of communications strategies for projects and initiatives focused on enhancing the quality of life and environment for San José residents and businesses.

The ideal candidates will have some of these skills:

Excellent verbal and written communication skills; experience in project implementation and management, planning, community outreach and engagement, graphic design, social media, short video production, and Microsoft Suite; and a can-do attitude and strong interpersonal skills. Ability to speak Spanish or Vietnamese is highly desirable.

Flexible working hours may be required; some work may occur during evenings and/or weekends as needed.

Typical responsibilities include but are not limited to:

-Assisting the Public Information Manager and Senior Public Information Representative in developing communications plans for public outreach. This includes establishing and meeting program goals and objectives, identifying target audiences, recommending communications tactics, determining project budgets, applying the latest communication technologies and tools, setting evaluation standards and methods, and gathering measurement data to ensure an effective public awareness campaign.

-Creating and implementing public outreach campaigns by meeting with program staff, preparing campaign tactics and budgets, deploying outreach and marketing tactics, and evaluating campaign effectiveness.

-Writing and editing a variety of easy-to-understand communications materials including: utility notices, brochures, flyers, web pages, social media posts, newsletters, news releases, advertisements, memos and reports. Interpreting concepts and messages into effective communication.

-Engaging the audience with appropriate writing style and tone. Conveying information logically, succinctly, and accurately.

-Presenting to community groups representing ESD.

-Managing the creative production process including developing timelines, providing creative direction to graphic designers, overseeing printing and mail-house services, and negotiating media purchases.

-Using basic desktop/website publishing, illustration and presentation software to design and produce basic outreach materials and/or webpage content.

Knowledge and execution of video script-writing and production desired.

Minimum Qualifications

Public Information Representative I

Education: A Bachelor’s Degree from an accredited college or university in journalism, communications, advertising, marketing, public relations, public administration, or a closely related field.

Experience: No minimum experience required.

Acceptable Substitution: Additional years of professional experience in public relations, public information or other related experience may be substituted for education on a year-for-year basis up to two years.

Licenses: Valid California Driver’s License.

Public Information Representative II

Education: A Bachelor’s Degree from an accredited college or university in journalism, communications, advertising, marketing, public relations, public administration, or a closely related field.

Experience: Two (2) years of progressively responsible professional public information, marketing or public relations experience.

No substitution for education.

Licenses: Valid California Driver’s License.
