Clean Air Task Force (CATF) is a nonprofit organization working to safeguard against the worst impacts of climate change by catalyzing the rapid global development and deployment of low-carbon energy and other climate-protecting technologies. This is accomplished through research and analysis, public advocacy leadership, and partnership with the private sector. CATF is highly respected for its deep expertise and research on energy and industrial systems and potential strategies, technologies, and policies that can radically shrink their impact on the planet’s atmosphere. Our team of 100+ experts and advocates (and global network of subject matter experts and civil society partners) put this research and knowledge into action by designing and enacting public policies that drive toward zero emissions. We also support policies and work directly with private industry to innovate in technology to make the path to zero emissions swift and affordable. CATF is headquartered in Boston, and has offices in Washington D.C. and Brussels with staff working virtually around world.
We are looking for a Program Manager to work on federal climate policy implementation. The Program Manager will join a growing U.S. Advocacy team focused on federal and state climate policy as the manager in the organization leading climate policy implementation and will be responsible for managing outreach and work with federal agencies on Clean Air Task Force’s climate policy implementation efforts. The ideal candidate will be a strategist and a leader able to steer the organization to the most successful policy outcomes while also implementing its vision, mission and long-term goals for climate change. The goal is to ensure the organization is constantly moving towards fulfilling its short-term and long-term objectives for federal climate advocacy through successful implementation.
Key Functions and Responsibilities:
- Develop and execute Clean Air Task Force’s climate policy implementation and advocacy strategies in order to attain the goals of the organization
- Advocate for the strategic deployment of resources within and through federal agencies
- Coordinate with internal and external stakeholders to support federally funded projects and communities
- Provide strategic advice to organization leadership, board, and funders so they will have an accurate view of federal climate policy implementation opportunities
- Prepare and implement comprehensive federal policy implementation plans by planning and coordinating with other Clean Air Task Force teams
- Communicate and maintain trust relationships with partner organizations, experts, and decision makers, including federal and state decision makers
- Oversee the organization’s climate policy implementation portfolio, including work in Washington
- Analyze problematic situations and occurrences and provide solutions to ensure organization survival and growth in the U.S. climate policy sphere
- Support the Implementation Director in organizing and executing effective meetings on climate policy options internally and externally; assist with scheduling, agenda and materials preparation, capturing outcomes and next steps
- Ensure staff follow through on key tasks by providing reminders and offering support as needed
- Spearhead special projects and events, such as workshops, press conferences, and roundtables
- Collaborate with peers at partner NGOs working on shared federal climate projects and campaigns
- Track progress against key performance indicators
- Synthesize detailed documents and meeting notes into slide presentations, fact sheets, blogs, talking points, grant reports, updates for the Board of Directors, and other communications
- Manage materials vetting, ensuring sign-off by relevant technical, legal, and policy experts
- Organize and maintain internal document libraries and other shared resources
- BSc/BA in policy, political science or relevant field; MSc/MA will be preferred
- 5 years of experience working with U.S. federal agencies and/or applicants; experience working with regional, state, or local offices or communities is a plus
- Proven experience in policy and advocacy
- Thorough knowledge of federal policy and climate policy
- Excellent organizational skills
- Excellent communication, interpersonal and presentation skills
- Outstanding analytical and problem-solving abilities
- Strong computer skills, including comfort with the Microsoft Office Suite and Microsoft Teams

This is a full-time, remote position, flexible within the U.S. CATF offers an excellent benefits package and a competitive salary that is commensurate with experience.
