The mission of the Department of Environmental Protection (DEP) is to enhance the quality of life in our community by protecting and improving Montgomery County’s air, water, and land in a sustainable, innovative, inclusive, and industry-leading way while fostering smart growth, a thriving more sustainable economy and healthy communities.

The Montgomery County Climate Action Plan will guide the County toward its goals of reducing community-wide greenhouse gas (GHG) emissions by 80 percent by 2027 and by 100 percent by 2 035 compared to 2005 levels. The County’s Climate Action Plan is one of the most ambitious climate plans in the nation for a local government.  To address emissions from the built environment, Montgomery County has adopted an energy benchmarking and building energy performance standards (BEPS) law which requires existing commercial and multifamily buildings 25,000 gross square feet and larger to benchmark, report, and eventually meet long-term energy performance requirements.

This position will join the team working to implement these policies within the Energy, Climate, and Compliance Division (ECCD) in the Department of Environmental Protection (DEP). ECCD is responsible for the management and implementation of a variety of energy efficiency, renewable energy, and other sustainability policies and initiatives consistent with the goals of Montgomery County to reduce energy consumption and greenhouse gas emissions and increase the use of renewable energy.

The Residential Energy Performance Program Manager I will have the opportunity to serve in this brand-new role as the County’s thought leader on developing then implementing residential energy performance policies and programs. This position will lead the research, stakeholder outreach and management, development, and implementation of these programs, including but not limited to home labeling at point of listing/sale, rental efficiency programs, County-offered incentives, data tracking and analysis, and technical assistance to residents.

Key responsibilities include, but are not limited to:

• Creating brand-new residential building energy performance policies and programs—from origination and design to implementation—in line with the goals and objectives of the Climate Action Plan.
• Managing data collection, analysis, and visualization of residential energy data, including but not limited to utility incentive uptake, energy performance results, Geographic Information Systems (GIS) layers.
• Conducting ongoing stakeholder engagement with utility companies, contractor representatives, industry groups, and other community organizations.
• Providing outreach, training, and focus groups for the residential building community (e.g., homeowners, renters, realtors, builders, nonprofit organizations, industry groups).
• Developing and maintaining informational and educational resources to promote residential energy programs.
• Applying for and administering energy-focused grant and incentive programs for residents.
• Coordinating with the DEP Energy and Climate Planning teams on program development, stakeholder engagement, grant opportunities, and metrics tracking.

The ideal candidate will have considerable knowledge of residential energy auditing processes, home labeling programs, and/or other residential policy mechanisms to improve energy performance as well as experience in developing and implementing data-driven energy policies and programs for all Montgomery County residents.

The successful candidate will be able to spearhead the County’s effort to decarbonize residential buildings through creative programs and effective policies that support energy efficiency, electrification, and improved energy performance.

This position requires the ability to attend meetings or perform work at locations outside the DEP’s office in downtown Wheaton.

This position requires possession of a valid driver’s license and the ability to drive a County vehicle to attend meetings, engagement events, and perform work at locations outside the office, which includes locations throughout Montgomery County not readily accessible by public transit.

Occasional evening or weekend work outside of normal business hours may be required.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first six months.

MINIMUM QUALIFICATIONS
Experience: Considerable (3 years) of professional experience directly related to energy policies and/or programs.
Education: Graduation from an accredited college or university with a Bachelor’s Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
License: Possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence or the ability to perform work at locations outside the office.

There are NO Preferred Criteria Assessments. All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified”, placed on the eligible list, and may be considered for an interview. Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a “Transfer” candidate and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

• Developing and implementing energy policies and programs for residents.
• Administering incentive and/or grant programs.
• Analyzing energy performance metrics and data in various platforms (e.g., GIS, Excel, software tools)
• Extensive knowledge of residential energy auditing processes, home labeling programs, and/or other residential policy mechanisms to improve energy performance.
