Full-Time Program Manager

Job Description

Center for Resource Solutions (CRS) is seeking a candidate with 3-5 years relevant experience to join its expanding sustainable energy policy and market development team. This position will play a key role in supporting CRS’s new Clean Energy Accounting Project (CEAP), along with expert assistance and international policy work. The Program Manager is a full-time exempt position and reports to the Policy Director. This position will be in-person, based at CRS’s San Francisco office, subject to the organization’s COVID-19 protocols and any applicable public health orders. Occasional travel will be required.

CRS’s policy and market development team assists lawmakers, regulators, energy and environmental non-governmental organizations (NGOs), and companies in developing solutions that advance sustainable energy and reduce greenhouse gas (GHG) emissions. We work at state, national, and international levels to ensure that policy decisions are informed with an understanding of renewable energy markets and promote the continuing growth of clean energy solutions. We also engage in public processes with other organizations and government agencies to promote the use of sustainable energy, including supporting the use of renewable energy to reduce GHG impacts. Focus areas include:

  • Ensuring consumer protection, and promoting and protecting voluntary demand for renewable energy and emissions reductions
  • Supporting positive and impactful renewable energy and carbon practices that advance renewable energy development and do not erode the environmental impacts of existing policies or markets
  • Developing standards of best practice for sustainable energy and greenhouse gas accounting and reporting, and supporting their adoption by leading companies and organizations
  • Creating and maintaining credible sustainable energy and GHG accounting systems

Responsibilities:

Clean Energy Accounting Project (CEAP) Management (~50%)

The Program Manager will have a critical role in implementing CEAP’s stakeholder processes, working with a diverse group of leading clean energy organizations to resolve outstanding questions about energy and emissions use and impact accounting. Tasks will include:

  • Designing and implementing 2-3 concurrent stakeholder tracking and engagement processes
  • Managing working group outreach and logistics
  • Conducting qualitative research on relevant subjects and presenting findings
  • Designing polls and questionnaires using SurveyMonkey or other similar platforms
  • Drafting background materials and reports
  • Designing charts and informational graphics
  • Developing and delivering presentations at conferences, workshops and on webinars

Policy (~30%)

The Program Manager will contribute to recommendations for policy and regulatory activities that facilitate sustainable energy development at home and abroad. Work will focus on tracking systems, voluntary renewable energy markets, state and national policies, and other necessary market structures for the establishment of vibrant and robust markets. Policy tasks will include:

  • Writing white papers and presenting on best practices for international renewable energy market development
  • Providing renewable energy and climate policy expert assistance to policymakers and industry stakeholders
  • Creating market briefs and conducting research on emerging international renewable energy markets
  • Engaging in international Green-e® verification pilot projects and stakeholder outreach
  • Assessing renewable energy and GHG impact strategies for corporations and institutions
  • Representing CRS in international collaborations, policy discussions, client, and external stakeholder meetings
  • Participating in external working groups tasked with developing transparent and accurate energy information disclosures and standards for renewable energy and climate leadership

Expert Assistance (~20%)

The Program Manager will provide consulting services related to clean and renewable energy policy, procurement, accounting, and best practices for corporate and government clients. Tasks may include:

  • Conducting targeted qualitative and quantitative research
  • Identifying relevant external experts and conducting interviews
  • Drafting and reviewing reports
  • Drafting new project proposals based on potential client needs and staff direction
  • Managing and collaborating with teams

Qualifications and Preferred Skills:

CRS seeks a candidate with an understanding of clean energy and greenhouse gas accounting, knowledge of renewable energy policy design, and experience engaging with industry and NGO stakeholders. Preferred skills and experience include:

  • Master’s degree in related field
  • Knowledge of renewable energy certificates (RECs), REC tracking systems, utility green power programs, and renewable power purchase agreements
  • Knowledge of carbon accounting best practices for state, regional and national policies, corporate and product carbon footprints, and carbon impact claims
  • Familiarity with sustainable energy and climate leadership initiatives including RE100, CDP, and the Science Based Targets Initiative
  • Experience contributing to white papers, preparing written comments, and giving presentations (e.g., at conferences or on webinars)
  • Experience conducting research and analysis, both quantitative and qualitative
  • Excellent written and oral communication skills.
  • Experience with project management
  • Flexible self-starter; able to multitask and prioritize across multiple projects; must be able to work independently
  • Though not a requirement, fluency in a foreign language, especially Mandarin or Spanish, would support impact in certain international technical assistance projects

Compensation:

The target salary range for this position is $65,000-$75,000. Candidates with significant additional relevant experience may be considered for a position with a higher salary range.
