Operations and Finance Manager

Job Description/Opening

Timing: Begins on or around November 15, 2022

Location: Remote with Washington, DC, metropolitan area preferred

The Operations and Finance Manager serves as the administrative and operational backbone of the Center, executing day-to-day financial and organizational operations. The Manager also offers support for human resources (HR) and information technology (IT) functions. They coordinate with all team members and work especially closely with the Center’s communications team and Board. They report to the Executive Director. The Manager will also manage one staff person and contractors.  The position is remote with occasional duties in Washington, DC and occasional other travel.

The Center employs a dozen staff, contracts with several consultants, hosts interns, and supports a scholar network of nearly 60 law school and other professors. Our staff work remotely, meet weekly by Zoom, and convene for a monthly meeting with in-person participation strongly encouraged. We are members of the Open Gov Hub in Washington, DC, and are certified by Living Wage for US.

Operations (40%)

  • Administrate and ensure effective use of common software platforms including Microsoft Office, Constant Contact, Mailchimp, Google Drive, Slack, Granthub, Justworks, DocuSign, and more.
  • Ensure all legal and regulatory documents are filed and monitor compliance thereof, including state and federal filings, payroll compliance, and financial reporting.
  • Maintain and promote operational policies and procedures through an equity and inclusion lens, with a commitment to re-envision and redesign as needed.
  • Oversee up-to-date maintenance and use of organizational databases.
  • Create, maintain, and promote organizational calendars. Support creation, maintenance, and use of knowledge management systems to track organizational progress.
  • Lead project management of major events and oversee the program assistant for effective implementation of events.
  • Support the Executive Director and Board President in scheduling and communication with the Board of Directors and its respective committees.
  • Complete periodic operations reviews to ensure best practices and nimble, employee-centered processes.

Finance and fundraising (30%)

  • Manage bank accounts and oversee daily bookkeeping and accounting tasks in QuickBooks, including consultant payments, travel expenses, subgrants, bills, invoices, and payment processing, in accordance with organizational standards.
  • Provide monthly budget and financial report to Executive Director and Treasurer of monthly reconciliations, bank and credit card accounts, and all income/expenses/payables.  
  • Maintain up-to-date organizational accounts to reflect new revenue or expenses and prepare periodic budget modifications for approval.
  • Provide budget planning, forecasting, and allocation information to serve periodic, annual, and multi-year goals.
  • Serve as staff lead for IRS 990 and audit process, in support of external accountant and auditor. 
  • Prepare budgets and other necessary financial information for grant proposals and reports with support from external consultants.
  • Support individual fundraising efforts through outreach and thank you letters.
  • Serve as primary liaison with Professional Service Organization (Justworks) and provide accurate employee and payment information for payroll, benefits, accruals, and insurance.  Serve as primary liaison with Living Wage for US and Open Gov Hub.
  • Manage relations with vendors related to administration and finance.

Human Resources and Technology (20%)

  • Manage technology accounts and assist staff with IT-related issues on standard platforms. Manage the procurement of office-related equipment and software. Offer modest support to staff if time is available.
  • Keep employee handbook and other relevant HR files (personnel files, organizational charts, and contact sheets) organized and updated.
  • Support staff recruitment, including posting job openings, standardizing recruitment process, organizing candidate pools and screening candidates, offer letters, and manage onboarding of new staff. Oversee contracts of interns and consultants.
  • Serve as team lead for key HR practices, including but not limited to maintaining and promoting current organizational policies, staff onboarding, annual reviews, and employee benefits.
  • Contribute strongly to an organizational culture that prioritizes diversity, equity, inclusion, justice, belonging, strong performance, and positive morale.
  • Provide critical staff support to the Executive Director and the Diversity, Equity, Inclusion, and Justice committee in adoption and modification of organizational policies and practices.
  • Ensure employee manual is up-to-date and compliant with local, state, and federal laws.
  • Oversee all personnel recordkeeping and respect confidentiality. The Manager is a confidential employee.

Other (10%)

  • As a manager, provide development and support to the program assistant to enhance their professional growth, effectiveness, and integration into the team.


  • Demonstrated commitment to the Center’s mission as demonstrated by past work, volunteer experience, or other commitments
  • Demonstrated experience in organizational development, HR, and/or financial administration
  • Passion for creating and maintaining systems that support an equity-centered workplace and enable organizational scale
  • Managerial experience preferred, but not required
  • Experience creating and managing a 7+ figure nonprofit budget, or related experience
  • BA/BS degree and at least 3 years of professional experience, or equivalent overall experience
  • Knowledge and experience with database management and automation preferred
  • Proven exceptional organizational skills, attention to detail, and ability to set and meet deadlines
  • Demonstrated high proficiency in use of Excel, including experience with large spreadsheets 
  • 3+ years of related experience in finance, budgeting, and accounting, preferably in nonprofit financial management
  • Self-starter who happily takes initiative on individual projects, but also works well in cooperative decision-making settings and can communicate financial information to people with varying levels of comfort


  • Employees work 40 hours per week, normally Monday through Friday, with the flexibility to accommodate other life commitments.

Compensation and Benefits 

  • The salary range for this position is $60,000 to $68,000 per year, commensurate with experience.
  • The Center contributes to the cost of approved health and dental insurance programs, which includes employee dependents. Premiums are deducted from employee paychecks on a pre-tax basis. Full-time employees may participate in a 401(k) retirement plan with automatic 2 percent contributions from the Center.
