Job Description

Maryland Environmental Service has an opening for an Energy Project Manager (Energy Policy Manager) within the Technical and Environmental Services Division working offsite at Maryland Energy Administration (MEA) in Baltimore, MD. The ideal candidate will have a working knowledge of project and personnel management where daily responsibilities may include budget/scope of work development and management, ensuring compliance of environmental operations and monitoring activities with regulatory requirements, project monitoring/reporting, and client, vendor and staff interaction. This position will function as the Energy Policy Manager for Maryland Energy Administration, providing a combination of project management and technical policy and environmental support skills and services to promote sustainable, renewable and green energy projects.

Estimated Pay Range:

$80,000 – $135,823.23

Minimum Requirements:

Required Qualifications:

  • Bachelor’s Degree in environmental science, engineering, ecology, economics, political science or a related field from an accredited college or university plus six years of experience in environmental science, regulations, engineering or management, three years of which must have included responsibility managing energy projects.
  • Excellent presentation, writing, and analytical skills are required.
  • Excellent written and oral skills; superior organization skills and able to meet deadlines, and work well with both internal staff and external parties.

Preferred Qualifications:

  • Analytical expertise and experience demonstrating an understanding of policy analysis.
  • Experience and comfort with meeting and interacting with senior business and government officials.
  • Experience and/or educational background in energy and economics.
  • Past experience writing policy positions and/or regulatory comments.
  • Understanding of the regulatory process and experience working with stakeholders in the energy market.
  • At least two years of experience working with public policy related to the items listed in the responsibilities section above, with a strong preference of working with energy related issues. Comparable experience may be considered.
  • Master’s degree or higher.

Bonus Qualifications:

  • Past utility or energy company experience.
  • Experience managing regulatory affairs before a public service/utility commission.
  • Modeling and data analysis experience.

Applicants may substitute an applicable advanced education degree for up to two years of required experience. Must have a valid driver’s license with less than 5 points.
