Description & Responsibilities

The Manager, Financial Regulation position will lead projects and support Ceres’ efforts to spur action by US financial regulators to address systemic climate risk. The Manager will lead or support research, analytical and advocacy projects to facilitate the adoption of Ceres recommendations to financial regulators on strategies to address transition and physical risk to get to a net zero future.

Target regulators for this position include regulators that oversee or influence mortgage and housing finance risk, including the Federal Housing Finance Agency, FEMA, and other federal and state agencies. This is a full-time role, reporting to the Director, Financial Regulation, and has the option of working in our Boston office or working remotely from the Washington DC area.

Specific duties include, but are not limited to the following:

  • Support the implementation of the financial regulators Strategy, including work planning, output delivery and progress evaluations, coordinating with teams across Ceres.
  • Prepare regulatory submissions and respond to requests for public comment on priority regulations, serving as project manager for document production, research inputs, peer review, submission and follow up with regulators.
  • Support or lead the development of new policy and legal research and analysis to support policy and regulatory recommendations, to prioritize strategic research that refines Ceres positions and provides thought leadership.
  • Co-develop influence strategies leading to the adoption of Ceres recommendations working with relevant Ceres corporate sector and investor teams.
  • Engage with key regulators and policymakers and secure high-level, strategic opportunities to present and defend Ceres’ policy and regulatory recommendations.
  • Manage consultants to conduct research and deliver written materials.
  • Engage with external allies and partners, identifying and leveraging opportunities for joint advocacy and research.
  • Support congressional engagement on climate financial regulation including identifying and supporting relevant legislation, representing Ceres positions, responding to congressional information requests, and supporting Ceres testimony in hearings and briefings. This includes close collaboration with Ceres Policy Team.
  • Develop media messaging and communications materials, including op-eds, press releases and blogs in collaboration with our communications team.
  • Partner with the Managing Director and Director in production of funding proposals with the Ceres Development team, providing support for funder meetings and outreach to potential new funders.
  • Supervise and mentor interns to include hiring, onboarding, training and evaluation duties.
  • Assist with planning for the Ceres annual conference and program events, to further corporate governance programmatic work.
  • Represent Ceres at conferences, seminars, press conferences and meetings as spokesperson for project or program work.
  • Other duties as requested.
  • Travel as necessary.

Qualifications

  • Minimum 5 years of experience managing projects and developing strategies aimed at influencing government policy or regulation or corporate policy.
  • 3 years of experience working on financial regulation and policy, with preference for experience with bank regulation or policy.
  • Experience working on regulation of residential mortgage lending and/or housing finance policy, as well as sustainability, climate and energy issues in the corporate, investor or non-profit sectors preferred.
  • In depth knowledge of climate and energy policies and corporate sustainability issues.
  • Excellent writing, editing and ability to produce high-quality white papers, reports and presentations.
  • Demonstrated experience managing and executing research projects.
  • Demonstrated strong project management, business planning skills and capacity to handle and prioritize multiple tasks, set priorities and meet deadlines.
  • Effective presentation style and excellent oral and written communication skills.
  • Ability to work both independently and as part of a team, in a fast-paced environment.
  • Sound judgment, sensitivity to diverse constituencies, excellent interpersonal skills, strong initiative and motivation.
  • Experience with communications and fundraising preferred.
  • Prior experience with supervising or training staff, a plus.
  • Team player that likes working in a collaborative and fast paced environment.
  • Proven ability to manage multiple projects from concept to completion on own momentum and with limited guidance.
  • Proficient with word-processing, spreadsheet, presentation, database, and e-mail software.
  • Willingness to travel as needed to accomplish duties noted.

The hiring salary range for this position is $75,000-77,000
