The Oregon Department of Environmental Quality has a full-time opportunity for a Greenhouse Gas Reporting Specialist (Natural Resource Specialist 3) in Portland, Oregon.

The Office of Greenhouse Gas Programs is responsible for leading the agency’s efforts to develop and implement programs to reduce Oregon’s greenhouse gas emissions. The Office includes a program that collects data on statewide greenhouse emissions, as well as runs the Oregon Clean Fuels Program, a market-based program that reduces these emissions from transportation fuels across the state. In addition, the Office designs and implements programs to limit emissions, including emissions from large industrial facilities, transportation fuels, and natural gas.

What you will do!

As the Greenhouse Gas Reporting Specialist, you will provide program expertise in greenhouse gas emissions accounting and reporting, and ensure that the GHG reporting program successfully and accurately collects annual emissions data. You will interpret and communicate complex technical reporting requirements to regulated entities, verify reported information, and compile and analyze emissions data. In addition, you will support rulemaking efforts and provide technical policy analysis to the Office, the Department, and stakeholders.

What are we looking for?

Minimum Qualifications: Bachelor’s degree in a physical science, environmental science, natural resources, or closely related field, AND 3 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable). At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.

Candidates who are most competitive will also reflect the following:

  • Experience researching and analyzing GHG emissions protocols or other emissions accounting protocols and environmental issues.
  • Experience developing, maintaining, and updating electronic reporting tools.
  • Excellent verbal and written communication skills; skill in writing clear and concise reports and guidance describing regulatory requirements and/or other environmental topics.
  • Experience and strong ability to work collaboratively within a team and across teams.
  • Ability to communicate effectively with staff, many sectors of the public, and other agencies, including communicating technical information; professional level writing and presentation acumen.
  • Excellent project management skills; experience serving as a project leader, including developing, coordinating, and implementing project plans.

Working Conditions:

Work is primarily in an office setting with occasional travel throughout the state for meetings, presentations, educational seminars, and conferences. Occasional travel out of state to attend national conferences and meetings may be necessary. Meetings may occur in the evenings.
