Minimum Salary: 117,499.20  MidPoint Salary: 146,869  Maximum Salary: 176,238.40

Some of what you’ll be doing:

As an Environmental Justice Program Manager, you will have a passion and expertise in environmental justice issues by ensuring a consistent and coordinated equity approach, in designing a working framework for the Port to prioritize and invest in issues that have the greatest environmental justice impact on near-Port communities. You will manage the application and implementation of the framework, and collaborate with cross-functional teams, including government, community, environmental, and other internal stakeholders.

  • You will lead, plan, coordinate and oversee the prioritization, development and implementation of the Port of Seattle’s Environmental Justice programs and policies, including the coordination and collaboration with Port departments in meaningful engagement with communities.
  • You will collaborate closely with the External Relations and Environmental Sustainability executives and their teams, along with the Office of Equity, Diversity, and Inclusion (OEDI) Senior Director, on the development and improvement of organizational policies, procedures, programs, and activities with an equity lens. Additionally, you will provide policy direction on current and emerging issues, and you will manage and facilitate communication with Port programs to address community concerns in a timely and effective manner.
  • You will help facilitate highly sensitive communications to constructively problem solve and make decisions. You will serve as the strategic advisor to the Senior Director and other members of the executive staff on community engagement and, environmental justice policies and procedures.
  • You will work closely with our internal Tribal Liaison to collaborate on intersecting issue areas that may involve Tribal consultation and engagement.
  • You will guide and monitor progress to ensure timely completion of milestones, goals and objectives. Additionally, you will establish a direct and visible connection to facilitate community input in partnership with the Port’s Tribal Liaison to increase transparency and accountability in organizational decisions by using a public forum to discuss those decisions that directly impact stakeholders.
  • You will create, implement, and maintain a Port-wide environmental justice framework. The framework will be designed to clarify parameters for Port investments and prioritization, define criteria, and establish cross-functional teams to address issues in priority areas, and track progress.
  • You will provide strategic guidance to support the success of Port-wide environmental justice and equity efforts and invest in relationships with internal and external stakeholders who are responsible for and impacted by Port activities under the environmental justice portfolio.
  • You will convene with various stakeholders, in partnership internal stakeholders on an Environmental Justice Advisory Board to ensure effective coordination, collaboration, and problem solving takes place through the lens of our Environmental Justice and Equity principles. Components of this work will include the development, management, and maintenance of an ad-hoc environmental justice advisory board.
  • You will assist in the planning, implementation, and reporting of Title VI mandates associated with community participation and environmental justice work.
  • You will  be asked to work evenings and weekends as needed for community events and other Environmental Justice related activities.
Who you are:
  • Experienced – You have five (5) years of experience working in a complex organization or environment where you were responsible for the development and implementation of innovative engagement of Environmental Justice programs and strategic advisory management.
  • Educated – You possess an Associate degree in Government Affairs, Environmental Science, Social Work, Non-Profit or Public Administration, or related field.
  • Desired – We hope you have nine (9) years of experience developing and implementing innovative engagement of Environmental Justice programs and strategic advisory management in a complex organization and are knowledgeable of Maritime and Aviation operations and issues. Additionally, we hope you possess a Bachelor’s degree in Government Affairs, Environmental Science, Social Work, Non-Profit or Public Administration, or Business Management and are certified in Program and/or Change Management.
  • Committed to Equity – You will apply equity and exemplify shared values, behaviors, and practices in all aspects of the work.  At the Port of Seattle, equity is a daily responsibility and a foundational expectation for all Port employees.
  • Knowledgeable – You have a deep understanding of environmental justice and equity principles and best practices, and how they apply to local community engagement. Additionally, you have a good grasp on past and present community dynamics in connection to government policies and relationships and have knowledge in developing infrastructure and frameworks to help bridge divergent or competing interests across multiple stakeholders.
  • Facilitator – You are adept at facilitating meetings amongst a range of diverse internal and external stakeholders with expertise in providing clear agendas and outcomes. Additionally, you have intermediate to advanced conflict resolution skills to defuse stressful situations.
  • Interpersonal Skills – You can effectively influence others to achieve understanding, acceptance, and commitments to act in support of ideas, programs, and products. You are also comfortable navigating and managing uncertain spaces while trying to listen for understanding to serve as a bridge among divergent perspectives.
  • Effective Communicator/Highly Organized – You are highly organized, and detail oriented to successfully design a process, facilitate program coordination and implementation, and evaluate end results with minimal supervision. Additionally, you have effective written, verbal, and listening skills with a human-centered style, and confidence to challenge systems and methods that could benefit from an innovative or creative approach.

What else you need to know: 

  • Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work any and all assigned shifts, including weekends and holidays. You may be required to work during emergencies.
  • Work Environment – You will primarily work in an office environment with the ability to work remotely at Management’s discretion. Additionally, there will be lots of community meetings which you may be required to attend.
  • Grade Review – The pay range and grade for non-represented positions are under review and subject to change as part of the Port’s work to implement a new pay program. This review is intended to ensure that positions are aligned with the new program that will be implemented in early 2024.
  • Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
  • Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
