Position Purpose:

The Director of the Office of Environmental Quality & Sustainability is responsible for strategically leading, mentoring, and influencing members of the operations team to provide direction on sustainability programs and key environmental, energy, water and climate matters for the City of Dallas. The director works with Federal, State and local teams toward the advancement of the City of Dallas’ sustainability strategy and continuous environmental performance improvement. The director provides advice to operating sites relative to required compliances – with a primary focus on environmental affairs and sustainability – and coordinates efforts to obtain environmental permits and regularly participates in internal audits of facilities. The director is also responsible for oversight of projects involving environmental impacts and site remediation and works closely with City finance and legal departments in connection with such projects. In addition to environmental clean-up projects, the director supports the operations, finance and legal departments on environmental matters associated with capital projects and plant closures.

This position will report to the Chief of Equity and Inclusion and will involve a high degree of interaction with City staff at all levels and requires a sense of urgency to deliver timely responses to internal and external customers when responding to imminent issues. The director will be a strategic, innovative thinker with progressive success and leadership; have extensive knowledge of environmental solutions (both current state and future); have excellent analytical skills; be a creative and resourceful problem solver; have strong written and oral communication skills; and have experience in addressing all forms of the media, City residents, officials and leaders within the City of Dallas. It will be important that the director maintains a continuous pulse on the latest environmental and sustainability trends and strives to innovate what’s new and next while being appropriate for the City to incorporate.

Essential Functions:

  • Providing leadership to Dallas and the region on sustainability, environment, energy, water, and climate
  • Implementing the City’s new Comprehensive Environmental & Climate Action Plan (CECAP)
  • Working directing with policymakers, businesses, advocates, community members, and other stakeholders on environmental issues and solutions
  • Managing the various environmental programs in the City of Dallas including stormwater enforcement, air pollution control, air monitoring, water conservation, environmental diligence, brownfields revitalization, environmental management systems, environmental outreach/engagement, and waste/recycling planning
  • Creating new partnerships and policies to further CECAP and other environmental efforts
  • Managing environmental conditions/risks for legacy sites and property acquisitions.
  • Continually monitoring the City’s continual improvement and internal compliance with applicable environmental laws and regulations including the Clean Water Act, the Clean Air Act, the Resource Conservation and Recovery Act, and the Toxic Substance Control Act
  • Implementing and overseeing the City’s Environmental Management System (ISO 14001)
  • Developing environmental education and training for employees and the community
  • Creating and implementing environmental justice and equity tools
  • Strong grant writing, proposal development and external funding skills
  • Providing support to other City departments on environmental and sustainability issues
  • Actively seeks to eliminate race and health disparities

Knowledge, Skills and Abilities Required to Perform Work:

  • Thorough knowledge of business management principles, practices and techniques used in department management;
  • Knowledge of principles of personnel management and ability to plan, direct, and coordinate the work of others through subordinates;
  • Knowledge of the principles and practices of public administration;
  • Skill in oral and written communication;
  • Experience in being a collaborative leader and champion as it relates to environmental equity and justice;
  • Ability to work with a diversified group of individuals;
  • Accuracy, attention to detail, and follow-through;
  • Must be self-motivated, fast-paced, able to work independently and multi-task, capable of completing tasks with tight deadlines;
  • Experience in effective public presentation and speaking, and interaction with elected government officials, staff, agencies and neighbors and community groups;
  • Strong communication and project management skills. Ability to plan and lead projects that require interfaces with multiple stakeholders and differing levels of management;
  • Willingness to travel;
  • Diplomacy and sensitivity to highly confidential information;
  • Ability to establish and maintain an effective rapport with all levels of city management, city officials, vendors, contractors, media, community business organizations, various associations and the general public;
  • Must be able to respond to questions promptly and accurately;
  • Must be able to professionally work with various levels of personality traits and maintain self-control;
  • Must have integrity and a desire to contribute to the success of the City and all of its residents;
  • Must prepare reports and documents in a logical and grammatically correct manner.

Minimum Qualifications:

  • Minimum of 10+ years’ experience in the fields of environmental management, compliance, environmental equity and sustainability programs;
  • Extensive knowledge of policy, planning and science;
  • Bachelor of Science degree in environmental law/policy/sciences or similar is required;
  • Substantial and progressive experience in dealing with enforcement/legal matters pertaining to environmental issues at operating sites, as well as developing, implementing, managing and auditing programs applicable to multiple facilities.

Preferred Qualifications:

  • Municipal government experience in a similar position; and
  • Advanced degree in science, health, law, public policy, urban planning, or engineering is strongly preferred
  • Spanish speaking and writing fluency a plus

Working Conditions and Hazards:
Work performed under normal office conditions and at times non-office conditions while serving communities
