Full-Time Coastal Zone Program Administrator

Job Description

The Coastal Zone Program Administrator is fully responsible for managing specialized programs to protect the City’s shoreline and oversees and/or performs all the management, staff, professional and technical work needed to operate the Coastal Protection Program. The Program Administrator manages coastal protection programs, either directly or through contract agencies and provides professional level assistance to Council- appointed commissions. The Program Administrator may assist in various aspects of the Climate Action Plan implementation which assists in decreasing the rate of sea level rise through the reduction in greenhouse gas generation.

Current key projects include: Dune Restoration, Sea level rise and adaptation planning, the Cardiff Beach Nourishment Program, including the opportunistic sand program, working with private development projects, and Climate Action Plan implementation.

Examples of duties include: performing project and policy analysis, which consists of conducting research; identifying and raising pertinent issues; summarizing findings; presenting results; reviewing, writing, and analyzing policies and procedures; administering assigned programs, agreements, and/or projects; preparing City Council staff reports and providing presentations at City Council, regulatory agency and community meetings; planning, administering, and managing programs of public service in the assigned area of responsibility; supervising technical and clerical staff; managing special studies and projects, which includes: proposing, writing, and/or setting up contracts, agreements, and/or grants; managing CIP Programs; establishing and monitoring timelines; preparing requests for proposals and quotes; participating in consultant selection activities; ensuring compliance with applicable regulations; developing and monitoring project budgets; tracking projects; and preparing related reports; coordinating and administering special programs and/or events, which includes: publicizing programs; processing invoices; monitoring the budget; collecting compiling, analyzing, and presenting data and/or findings; making recommendations based on findings; preparing a variety of reports and/or correspondence related to projects, studies, and/or program data; developing and monitoring program budgets; estimating funding requirements and future expenditures; analyzing funding sources; performing other duties of a similar nature or level.

Desired qualifications: understanding of issues related to the marine environment, cycles of sand deposition and erosion, sand replenishment programs, the causes and impacts of sea level rise and knowledge of sea level rise adaptation strategies. Knowledge of coastal permitting processes and direct experience working closely with coastal regulatory agencies is highly desirable. Project management skills, ideally involving many stakeholders; experience in managing grants and grant- funded projects and studies is desirable. Demonstrated success in grant writing is also desired. Research experience in coastal issues is helpful. A self-starter with the ability to work independently is important. The ideal candidate will have three or more years’ experience in a similar field. Desirable educational background includes a bachelor’s degree or greater in the life sciences, oceanography, marine science, coastal engineering, geology, planning or similar. A graduate degree is preferred.

Salary and benefits: monthly salary range is $6,081 to $8,557, with a competitive benefits package including a cafeteria allowance towards medical, dental and vision insurance. City paid life insurance, accidental death and dismemberment insurance and long-term disability. The City contracts with CalPERS for retirement and does not participate in Social Security.
