At the Port of Seattle, we anticipate making salary offers between the minimum and midpoint of the salary range. Offers will be based on experience similar to the Port job being applied for as well as a review of pay rates for Port employees performing similar work. Salary ranges are under review and subject to change.

Some of what you’ll be doing:

The Port of Seattle Environment & Sustainability Center of Expertise is looking to fill a Climate Change Clean Energy Program Manager. The position supports the Sr. Director and works in close collaboration with the maritime and aviation sustainability teams to help address some of the toughest environmental challenges of our time.

As we respond to the high visibility demands on the Port for addressing climate change and its participation in the clean energy economy, your responsibilities will include policy analysis, research, strategy development, communications, and internal and external partnerships for climate change and clean energy solutions.

• You will manage projects to build on existing efforts to facilitate a port-wide approach to new clean energy technology research, development, and deployment, provide high level strategic overview of complex connections between aviation and maritime climate work and facilitate the sharing of information across operations and ensuring effective and efficient coordination.
• You will provide analysis of complex climate and clean energy materials, reports, legislation, policies, and coordinate policy advocacy for supportive regional, national, and international policies related to climate change and clean fuels.
• You will work with Aviation and Maritime environmental teams as well as government and public affairs to coordinate, research, track, review and analyze legislation and policies, prepare background materials and talking points.
• You will lead and support the development of port-wide approaches to support the transition to clean technologies and work closely with both airport and maritime operations to identify common needs and challenges.
• You will create work plans on current trends, research, innovations, and programs and work with teams to leverage our role and involvement.
• You will identify and conduct research and lead assessments needed for clean energy options, new technologies, infrastructure and/or funding; and advise the Sr. Director on issues through reports, briefings, and written materials.
• You will lead our coordinated response to external and internal requests for information related to our Port-wide decarbonization work and take the lead to research and write emails, letters, and other correspondence.
• You will support aviation and maritime in partnering with other government, private and non-governmental agencies, serve as a catalyst and connector for partnerships, coordinate and organize meetings and draft meeting materials for internal and external partnerships and support our port-to-port collaborations.

Who you are:

• Experienced – You have six (6) years of experience in climate or clean energy analysis and research for government, nonprofit or private sector.
• Educated – You possess a Bachelor’s degree in environmental, engineering, policy, or related field.
• Desired – We hope you have a Master’s degree in environmental, engineering, policy, or related field and eight (8) years of experience in increasingly responsible work on complex issues related to climate or clean energy.

• Knowledgeable – You have a knowledge and understanding of climate change, emissions reduction, clean fuel technologies and you understand how current and emerging trends relating to climate change, clean energy, renewable fuels and advanced engine and transportation technologies may assist in reducing greenhouse gas emissions. You have knowledge of state, federal policies influencing transition to decarbonizing the transportation system as well as regulations and laws regarding climate issues and renewable fuels, utility laws and regulations, power distribution.
• Strategic Thinker – You can analyze the impacts from complex regulations and laws (existing or emerging) and strategically incorporate those into the planning process. You can also lead and apply creative thinking and innovative solutions to develop and implement strategies and policies.
• Scientifically-Minded – You are knowledgeable about climate science, energy management, energy policy, utility system planning and operations, and/or related systems. You have an understanding of the fuel supply chain. Able to research, understand, and integrate a wide range of complex ideas and information related to scientific, policy, and business sectors.
• Effective Communicator – You have highly developed verbal and written communication and presentation skills, effective negotiation and meeting facilitation skills, and the ability to respond to the public and other government entities on complex, controversial, or politically sensitive issues.
• Highly Organized – You possess strong organizational skills and the ability to coordinate multiple tasks and programs.
• Collaborator – You are comfortable working as part of a team, sharing ideas, and leveraging the expertise of those around you to advance your work. You are skilled at building strong rapports and relations inside and outside the Port.
• Motivated – You have a can-do attitude and a willingness to do what it takes to achieve goals. You are driven to help solve complex environmental problems, you are proactive in managing your work, and strive to support your peers.

What else you need to know:

• Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role.
• Work Environment – This work will take place in a hybrid remote/in-office setting at Management’s discretion.
• Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
• Security Requirements – As the successful candidate, you must obtain a Transportation Worker Identification Card (TWIC) within the first three months of employment.
• Safety Requirements – You will be required to comply with all work rules, safety, and Personal Protective Equipment (PPE) requirements.
• Grade Review – The pay range and grade for non-represented positions are under review and subject to change as part of the Port’s work to implement a new pay program. This review is intended to ensure that positions are aligned with the new program that will be implemented in early 2024.
