Salary: $70,286-$88,213 (Annually)

The Department of Citywide Administrative Services’ (“DCAS”) Division of Energy Management (“DEM”) serves as the hub for energy management for City government operations. Today, we develop the City’s annual Heat, Light, and Power Budget; manage the City’s electricity, natural gas, and steam accounts; help our agency partners identify and pursue energy-saving opportunities at their buildings; do energy efficiency and clean power generation projects across the City’s portfolio; and implement operations and maintenance (O&M) best practices.

DEM is tasked with leading the City’s efforts to reduce greenhouse gas emissions (“GHG”) emissions by 80 percent by 2050 from a 2005 baseline (“80 x 50”). The City also has set a near-term goal to reduce GHG emissions from government buildings 35 percent by 2025 (“35 x 25”). To meet these goals, DEM is committed to collaborating very closely with our agency partners to help them achieve major emissions reductions in their buildings. We are actively working to provide them with the energy efficiency and clean energy project funding, project delivery vehicles, technical expertise, staff resources, strategic planning support, and data analytics that they need to succeed.

The Carbon Reduction Strategist will work within DEM’s Strategic Planning Unit, under the guidance of the Director of Strategic Planning, but in extremely close coordination with DEM’s Operations Unit. They also will work directly with agency staff. The Carbon Reduction Strategist will be charged with the following:
1. Strategic planning | Design a strategic planning process to help agencies develop carbon reduction plans (CRPs). This task will involve identifying the critical stakeholders who need to be mobilized at each agency; structuring agencies’ interactions with DEM throughout the process of developing their plans from start to finish; and defining the major types of support to be provided to agencies by DEM (e.g., training for agency staff, specific resources that they can use, data gathering and analysis support, access to technical experts within the Operations Unit, etc.). It will result in a complete, comprehensive roadmap for the delivery of carbon action plans across agencies.
2. Resource/toolkit development | In collaboration with other DEM staff, develop the full toolkit of resources needed to help agencies complete carbon reduction plans. As currently envisioned, this toolkit likely will include, but is not limited to, a full carbon reduction plan template; a modeling tool for helping agencies understand their emissions reduction progress to date and undertake scenario analysis of different future carbon reduction initiatives; and a guide for helping agencies evaluate the impact of their future capital projects on their emissions. The DEM team already has commenced development of some of these resources.
3. Data analysis | Help further develop, refine, and maintain the carbon reduction modeling tool for use by agency partners. Help agencies access necessary data and provide training to agency staff in how to use it, so that they can analyze and interpret their emissions data.
4. Agency coordination | Lead the outreach process to agencies about the carbon reduction planning process. Coordinate the process of piloting the carbon reduction planning process with select agencies, including developing multiple sample plans. In coordination with existing DEM client agency engagement staff, help plan and lead productive DEM-agency meetings throughout the carbon reduction planning process and beyond to discuss both overarching strategies and ground-level tactics to reduce energy usage and emissions.
5. Inter-DEM coordination | Manage coordination between DEM’s Strategic Planning Unit and Operations Unit so that there is a smooth handoff between Strategic Planning staff (responsible for agency-level planning) and Operations staff (responsible for project-level planning and execution). The Operations Unit will provide energy efficiency technical guidance and project development support to agency staff engaged in performing scenario analysis of different future carbon reduction initiatives.
6. Performance reporting | Track and evaluate the success of agency carbon planning and emissions reduction efforts.
