The Chesapeake Bay Foundation seeks an Outreach and Advocacy Manager to help build a high impact outreach and advocacy program in Pennsylvania.  This position will be based at CBF’s PA State Office located in Harrisburg.

Celebrating its 30th year, the Pennsylvania Office of the Chesapeake Bay Foundation has an industry-leading restoration program, which has been recognized with state, regional, and national awards, an experience-based education program that reaches over 1,500 Pennsylvania students each year, and is respected as a thought leader on many clean water issues.

CONTEXT OF THE POSITION

As the Pennsylvania Outreach & Advocacy Manager, the successful candidate will creatively engage the community on local water-quality issues and recruit and train potential advocates in support of CBF’s state and federal efforts. They will be part of a professional team that includes experts in science, policy, restoration, education, and communication.
Essential functions include:

1. Build, expand, and maintain a diverse and vibrant Pennsylvania Outreach & Advocacy Program.

  • Develop, diversify, and manage Pennsylvania grassroots efforts to cultivate, inspire, and train citizen leaders and constituents on environmental issues and skills and inspire them to take action, such as volunteer and member programs, speakers’ bureau, trainings/workshops, phone banking, door-to-door canvass, and electronic alerts.
  • With the assistance of staff, develop and lead strategies for the development of citizen advocates in key state and federal legislative districts.
  • Provide the grassroots advocacy strategy and action for legislative and other policy initiatives undertaken by the Pennsylvania Office. Work closely with Headquarters staff to coordinate regional efforts.
  • Lead efforts to develop and maintain partnerships and coalitions with conservation and various “non-traditional” interest groups.
  • Manage Pennsylvania Grassroots Field Specialists, volunteers, and interns.

2. Continuously increase the awareness of the Pennsylvania Office of CBF and its efforts among local, state, and federal elected officials, traditional and ‘non-traditional’ partners, and the general public.

  • Collaborate with staff to develop and maximize opportunities for media, partnerships, and contact with state legislators and federal district offices through volunteer events, projects, workshops, speakers’ bureau, etc.
  • Plan and execute special events, programs, and projects for traditional and ‘non-traditional’ partners, including forums and regional workshops.
  • Plan and execute special events for General Assembly members and key Administration officials.
  • Develop and lead strategies to grow Pennsylvania Office of CBF membership on various levels.

3. Collaborate and coordinate Pennsylvania Outreach & Advocacy Program efforts with organizational and/or Pennsylvania issue oriented campaigns and initiatives.

4. Work in coordination with Communications department staff to develop and keep up-to-date written and electronic materials that synthesize technical information and educate, inspire, and involve people in the protection and restoration of Pennsylvania’s rivers and streams and the Chesapeake Bay.

5. Assist in the expansion and maintenance of “grasstops” engagement in the Pennsylvania Office with assistance of Pennsylvania Development staff and other key office staff.

6. Serve as Pennsylvania Office liaison for internal CBF efforts.

7. Other duties as assigned.

PROFESSIONAL EXPERIENCE AND QUALIFICATIONS

Successful candidates must possess a Bachelor’s degree and a minimum of five years of experience that includes a variety of grassroots organizing, volunteer leadership and training, engagement with legislators, and demonstrated creative insight and skills.  Experience with political campaigns is not mandatory but preferred.  Successful candidates will have demonstrated strong staff management skills, strategic and interpersonal skills, and creative methods to engage and motivate the public to take action for the environment.  Successful candidates offer at least three to five years of supervisory and project management experience.
