Full-Time Officer, Ending Overfishing in Northwestern Europe

The Pew Charitable Trusts – Posted by [email protected] Brussel, Brussels Hoofdstedelijk Gewest, Belgium

Job Description

The Pew Charitable Trusts is driven by the power of knowledge to solve today’s most challenging problems. Pew applies a rigorous, analytical approach to improve public policy, inform the public and invigorate civic life.

We are an independent nonprofit organization – the sole beneficiary of seven individual trusts established between 1948 and 1979 by two sons and two daughters of Sun Oil Company founder Joseph N. Pew and his wife, Mary Anderson Pew.

Our work lays the foundation for effective policy solutions by informing and engaging citizens, linking diverse interests to pursue common cause and insisting on tangible results. Our projects encourage efficient, responsive governments – at the local, state, national and international levels – serving the public interests.

With offices in Philadelphia, Washington, DC, Brussels and London and staff in other regions of the United States as well as Australia, Pew provides an exciting learning environment and the opportunity to work with highly talented individuals. We are a dynamic, rapidly evolving organization that values creativity and innovative thinking and fosters strong teamwork with mutual respect.

Environment

For the past two decades, Pew has been a major force in educating the public and policy makers about the causes, consequences and solutions to some of the world’s most pressing environmental challenges. Our work is focused on reducing the scope and severity of three major global environmental problems:

  • Dramatic changes to the Earth’s climate brought about by the increasing concentration of greenhouse gases in the planet’s atmosphere;
  • The erosion of large terrestrial wilderness ecosystems that contain a great part of the world’s remaining biodiversity; and,
  • The destruction of the world’s marine environment.

Project Overview

At the start of 2014, a new era began for fisheries management in the European Union. A new Common Fisheries Policy, aiming to restore EU fish stocks, entered into force. For the previous five years, Pew and 192 other organizations worked through the OCEAN2012 coalition to support an ambitious reform. Though that process proved successful, overfishing is far from over. The legislation must be implemented well on the water if the new policy is to achieve its aims. To make this happen, Pew launched a campaign that focuses on ending overfishing in northwestern European waters.

Position Overview

This Brussels-based position will be responsible for driving and supporting the objectives of Pew’s Ending Overfishing in NW Europe project for France.

  • Create opportunities to present Pew’s position on topics related to the implementation of the reformed Common Fisheries Policy in France. Devise and implement strategies to advance Pew’s fisheries policy objectives and produce materials including policy recommendations and public consultation submissions. Advocate Pew’s fisheries policy objectives at conferences, hearings, stakeholder meetings and other relevant opportunities. Manage such activities as agreed by the Project Director of the Ending Overfishing in Northwestern Europe project.
  • Analyze and comment as required on communications and positions from the French government, Regional Advisory Councils, the International Council for the Exploration of the Sea (ICES), and other relevant bodies. Prepare policy statements and policy-oriented campaign papers, press releases and other materials in a timely fashion.
  • Follow the process of setting fishing limits for EU fish stocks and the development of Multi-Annual Plans for fisheries management and develop plans for effective engagement. Prepare position papers and proactively contribute to the processes.
  • Liaise with relevant Pew staff and external fisheries scientists and scientific bodies to encourage and facilitate their input into EU fisheries policy and management.
  • Represent Pew at national and regional meetings and events where fisheries policies are being discussed, particularly in selected advisory councils, and other relevant public events, at the request of the Project Director of Ending Overfishing in Northwestern Europe.
  • Act as a spokesperson for Pew when appropriate.
  • Support partner non-governmental organizations, or NGOs, and organizations with which we collaborate.
  • Maintain close contact with and provide educational materials to relevant French government institutions and representatives, including the relevant ministers, the Permanent Representative of France to the EU, and French members of the European Parliament, as well as to French NGOs, the fishing sector and other relevant stakeholders.
  • Monitor, analyze and influence implementation of the reformed Common Fisheries Policy in France.
  • Coordinate activities and regularly communicate information and advice to relevant Pew staff in the UK and in Brussels as well as in DC to ensure alignment of the policy work at all levels.
  • Develop and implement workplans with the Project Director of Ending Overfishing in Northwestern Europe. Prepare regular oral and written updates on progress. Maintain regular communication with other marine programme staff about progress and challenges in implementing work plans. Perform other tasks as may be requested by the Project Director of Ending Overfishing in Northwestern Europe.
