Job Description

As part of our focus on healthy people, healthy environment and strong communities, Seattle Parks and Recreation (SPR) strives to be a leader in environmental sustainability in our parks, facilities, programs and practices. We continue to set challenging goals for ourselves through business and resource conservation practices to build performance while reducing our carbon footprint.

SPR recently launched a department-wide community initiative focused on raising awareness, both internally and externally, around climate change and the role the Department can play protecting our local environment.  To further this goal, the Superintendent’s Office will hire a fulltime- permanent Environment and Sustainability Strategic Advisor position (Strategic Advisor 2) to set up an internal system to assess, measure and communicate environmental performance across the organization. Additionally, this position will focus on developing external communication strategies with the public.

The Environment and Sustainability Strategic Advisor position will report to the Deputy Superintendent and will work with various staff and management groups in the department including the Superintendent’s Office, the Executive Leadership Team, Division Directors and key frontline employees. The position will lead an internal Healthy Environment Leadership Team, a cohort of SPR employees charged with driving the Healthy Environment Initiative within the department.

The position will focus on internal and external environmental stewardship throughout our Parks system, including how we manage land, waste, and transportation; how we use energy and water; and how we engage with and inform the public about climate change impacts and sustainable uses of park resources. These issues affect every unit of SPR.

SPR is seeking to hire a leader who is both visionary and practical: someone who can create an ambitious framework for environmental stewardship and implement practices across the department to achieve progress in a systematic and measurable way. This individual should be comfortable discussing the initiative in a board room, an SPR maintenance yard, and in public settings.

Job Responsibilities:

Job duties include:

  • Leading the development of a mission and vision for environmental stewardship in SPR;
  • Creating an inventory of SPR programs, practices, policies, and partnerships that promote environmental stewardship and sustainability;
  • Identifying opportunities to tell SPR’s story on environmental stewardship and ensure that we get credit for the work that our staff is doing every day;
  • Working across divisions to create SPR dashboard and work plan for environmental stewardship;
  • Monitoring and reporting progress on work plans;
  • Reviewing applicable federal, state and local environmental laws, regulations, Executive Orders and departmental environmental policies and practices;
  • Providing technical assistance for best management practices for purchasing environmentally friendly products;
  • Ensuring planning, design, construction and operation of SPR facilities conserves energy and water, minimizes material waste and use, and adverse environmental impacts;
  • Supporting the use of clean and renewable energy sources wherever feasible;
  • Promoting recycling, composting, conserving and reusing materials, energy and water in our programs, facilities, and day to day operations;
  • Serving as internal and external communicator about climate change, environmental stewardship and SPR’s efforts;
  • Representing SPR on citywide sustainability and climate change initiatives;
  • Serving on the Superintendent’s Executive Leadership Team.
Qualifications:

REQUIRED QUALIFICATIONS:

  • A Bachelor’s degree in business or public administration, environmental sciences, parks and recreation administration, personnel management, planning or other related field and/or a combination of education and/or training and/or experience that provides the equivalent necessary to meet the business need.
  • Four years’ experience in budget management, policy development, planning, financial analysis or related field.
  • Four years’ experience working on planning or policy development projects that included a strong public participation component.

DESIRED QUALIFICATIONS:

  • A master’s degree in business or public administration, parks and recreation management, planning or other related field or equivalent education and/or experience and/or training.
  • Five years of progressively responsible experience in policy and environmental stewardship.
  • Experience working in community relations, policy development, and effective management skills.
  • Proficient in the use of PowerPoint, Microsoft Word and Excel.
  • Experience developing recommendations for senior management on policy options and program direction, and providing strategic advice on high visibility policy decisions.
  • Strong interpersonal skills; ability to work collaboratively as part of a team.
  • Ability to lead intradepartmental teams.
  • Ability to communicate clearly in writing and orally.
  • Proficient in conducting analyses.
  • Competence to understand broad policy issues and tackle complex issues that involve multiple competing goals;
  • Ability to prioritize work and meet multiple and changing deadlines;
  • Proven track record of working effectively with staff at multiple levels within an organization to resolve operational or financial issues.
  • Ability to maintain confidentiality on sensitive issues; ability to work independently with minimal supervision;
  • Capable of planning and implementing public involvement processes.
